Short answer: Yes. An offline 3Patti rules chart is fine for quick hand-rank checks, but the live page is better for context.
How I check this as a player
When I am learning, I keep a simple chart for Trail, Pure Sequence, Sequence, Color, Pair and High Card. Offline is useful when I only need the order. But if I am unsure why A-K-Q and A-2-3 are treated differently by some tables, I go back to the live guide because it can explain rule variations and examples.
What it changes at the table
At the table, a chart should not replace table rules. Some groups handle side show, blind limits or show timing differently. I use the chart as a memory aid, then confirm the actual rule before a round starts.
